Markets do not develop simply because resources exist. They develop when investors, developers, lenders, and manufacturers have access to trusted information, common standards, and credible market intelligence that reduce uncertainty and increase confidence. The same principle applies to the bioeconomy.
Chippewa County is uniquely positioned to participate in the next generation of bio-based manufacturing. With abundant agricultural resources, strong transportation networks, established manufacturing expertise, and a long history of supporting value-added agriculture, the region possesses many of the ingredients necessary to support large-scale biomanufacturing projects. However, resources alone are not enough. Communities must be able to demonstrate to the marketplace that they are ready for investment.
That is where the Bioeconomy Development Opportunity (BDO) Zone comes in.
The BDO Zone Initiative was created to provide a standardized, investment-grade framework for evaluating and certifying regional readiness for bio-manufacturing. Through rigorous analysis of biomass feedstocks, supply chain capacity, infrastructure, and market access, BDO Zone ratings help developers and investors identify locations where projects are most likely to succeed. The result is reduced due diligence costs, greater transparency, and a faster path from project concept to investment decision.
Today, Chippewa County proudly holds an “A” rated BDO Zone designation and remains Wisconsin’s only BDO Zone, placing the county within a growing network of certified regions across North America. According a BDO Zone Annual Report, there are roughly 60 BDO Zones rated across the United States and Canada, up from 42 at the start of the year. Much like CEDC’s STAR program which identifies Sites That Are Ready for business investment, the BDO Zone positions Chippewa as a preferred location for bioeconomy projects seeking reliable feedstocks, workforce strengths, supporting infrastructure, and regional partnerships.
Recent investments such as ABF Ingredients’ announcement of a new manufacturing hub in the City of Eau Claire demonstrate how international companies are increasingly recognizing the strength of western Wisconsin’s agricultural assets, skilled workforce, infrastructure, and food manufacturing ecosystem. These investments create jobs, strengthen local supply chains, support farmers, and reinforce the region’s position as a destination for value-added manufacturing. The value of this designation is already becoming evident across the Chippewa Valley.
Looking ahead, Chippewa County’s BDO Zone is about much more than a certification. It is about positioning the county within a globally recognized investment framework that connects biomass-rich communities with project developers, lenders, corporations, and investors seeking locations for the next generation of bio-based manufacturing facilities.
BDO Zones are evolving into the foundational infrastructure through which the market evaluates regional readiness, reduces investment risk, and connects biomass-rich communities with global capital. As the initiative continues to mature, communities like Chippewa County will gain even greater visibility among the companies and investors driving growth in sustainable fuels, bio-based chemicals, advanced materials, food ingredients, and emerging bio-manufacturing sectors.
The BDO Zone Initiative is advancing a harmonized technical agreement jointly developed by ASTM International and the CSA Group to establish unified evaluation and risk protocols for BDO Zone ratings across North America and international markets. This effort is important because it creates greater consistency and credibility in how sites are evaluated, helping developers, investors, and economic development organizations make more informed site selection and investment decisions. By aligning technical standards across borders, the agreement will further strengthen the BDO Zone framework and support broader international recognition and adoption.
For Chippewa County, participation in this network continues to create a competitive advantage. The BDO Zone is not simply a rating. It is a long-term economic development strategy that showcases the region’s agricultural strengths, supports local farmers, attracts new manufacturing investment, and helps ensure that western Wisconsin remains competitive in the rapidly growing global bioeconomy. By connecting local resources to international markets and capital, the Chippewa County BDO Zone is helping build the foundation for the next era of rural innovation, sustainable manufacturing, and job creation.
Simply put, the Chippewa’s BDO Zone helps ensure that when global bioeconomy companies are looking for their next location, Chippewa County is not just in the conversation, it is on the shortlist.
